I look at this issue and have to laugh.
I was there when Chairman Ken West and the Body Corporate at the time chose to repair only the eastern side of the building. I argued to get the west side done at the same time for the cost in the future would be prohibitively expensive. Amazing that no one stood up to Ken West and his wife at the time. It was a matter of urgency with tiles lifting on the western side…………., and now look at where we are with this matter!!
I’m up for the special levy to fix this asap!!

An EGM would be required to approve this there is not $80,000 in the budget not withstanding it will require home owners insurance as it's above $20k which will also require an formal meeting to approve.
This is not something that is within the EC's power to approve. It will need to go to an AGM/EGM to invoke a special levy. If it were within our power I would vote in favor of it.
You will all remember that ~6 months ago i suggested we have an EGM/AGM to setup a water/leaks fund of 150k to support the ongoing issues with water penetration. Nothing was done and here we are again.

I understand that this is something outside the level 7 west original quote. If the water is going to get in under the new membrane, I also understand that the contractor cannot provide his warranty. The extra problem was only found once the membrane was pulled up.
I agree that we should go ahead with the $80K submission in order to have the level 7 west membrane warranty.

Good afternoon EC,
Works on the western rooftop terrace have again halted due to water penetration in the parapet walls on the William St façade.
Removal of the existing flooring has confirmed that water is penetrating the parapet wall which will be able to build up under the new waterproofing membrane. The contractor will not provide the waterproofing warranty unless the water penetration issue is addressed by removing all the render from both sides of the parapet walls, application of waterproofing membrane over the parapet walls and re rendering both sides of parapet walls. The work will require scaffolding and hording down on William St.
I have attached a plan of what is proposed with the parapet walls in red, the overhang scaffold in green and the hording in blue.
Additional Quoted Cost
Parapet Wall Repairs - $47,000.00 + GST
Scaffold - $17,000.00 + GST
Pedestrian Protection/Hording - $16,000.00 + GST
Total - $80,000.00 + GST
This latest development leaves us with 3 options:
1. We proceed as planned without the waterproofing warranty.
2. We approve the proposed repairs
3. We chase additional quotes for the proposed repairs. Note, the contractor has advised that additional extended delays may force him to walk away from the project.
