An EGM would be required to approve this there is not $80,000 in the 
budget not withstanding it will require home owners insurance as it's 
above $20k which will also require an formal meeting to approve.

This is not something that is within the EC's power to approve. It will 
need to go to an AGM/EGM to invoke a special levy.  If it were within 
our power I would vote in favor of it.

You will all remember that ~6 months ago i suggested we have an EGM/AGM 
to setup a water/leaks fund of 150k to support the ongoing issues with 
water penetration.  Nothing was done and here we are again.
