Darren are you across this one. Is there compressor even dead. They are really reliable units. It’s more likely the water feed is clogged 
At the regulator tap. As for the controller needing replacement that sounds like rubbish those Honeywell units last for ever. But even if it needed to be the control gear for the units in our building is simple relays. There’s lots of easy replacements around. This all sounds a bit like a backyard operator trying to sell the only aircon he knows how to install.  Interested to know if he is a licensed electrician as well. I suspect he’s only got a fridge licence.
