Good Morning Craig, 

 

I was regularly on the phone to the contractor yesterday. I had strictly
advised him to deal with me on all matters and should he be unsure then
he was talk to me. He did exactly that on a number of occasions.

The contractor advised me he hadn't had any contact with you.  Surely
you could have responded to my phone call at some point yesterday while
the contractor was in my apartment, to let me know?

 

With regards to the builder not having tools, he informed me that he
needed to assess what was required before bringing tools up to your
apartment. He further informed me that you offered a tape measure and
torch.  When Tony, the contractor, arrived at my apartment he
immediately started to work on trying to assess where the water was
entering.  He could not make any assessment without opening the small
attic roofs with a screwdriver, which I provided him with; he could not
cut the a/c gauze and aluminium vent hoses without the correct type of
Stanley knife, which I provided him with.  He had no measuring tape to
assess the location of the bathroom above and no plans (as mentioned
previously) - I provided him with the tape.  He didn't have a torch - I
provided him with that also.

 

With regards to leaving me a message re the plans, I had already
discussed the areas and location with the builder. .  

The contractor said that he had been instructed the damage was coming
from the shower floor above - your statement is incorrect George.

On Saturday when I tank tested the bathroom area it leaked a short time
later through the same opening in your apartment.  

1.       I have determined the source of ingress Incorrect - see below.

2.       I instructed the contractor to assess your apartment for
damages/repair and provide a quote

3.       I further instructed the contractor to assess the work involved
in the bathroom and provide a quote

Yesterday, the contractor tank tested the gym shower with yellow dye AND
the floor in front of the toilet.  Water was run for approximately one
hour on the floor in front of the toilet and not one drop - neither from
the gym, nor the floor ...............has come through into my property.
Please verify this with the contractor who witnessed no water coming
through.

 

I have attached the job which you had received on Monday which clearly
states my view and what actions I will be taking.

 

Please allow me as your building manager to deal with these matters. 

I have no concern with you handling building concerns in our building
George at all..... as long as contractors are informed correctly about
what they are to do when they arrive and an assessment is not made by
you alone until you speak to the contractor.  The final word from the
contractor to me yesterday before he left my apartment was that he
believes water is penetrating from further up in the building.  I have
just got off the phone with Tony and he stated to me, once again, that
he believes the water is coming from higher up in the building at that
further testing must be done up there - not in the bathroom.  This
counters your statement that you have found out where the water is
entering.

 

When other parties get involved it confuses the contractor hence costing
the owners more money.

 

The other party you refer to is..... me......and I am very concerned
because this is the 4th time in 7 years I have had water enter my
apartment from the same area in the ceiling.  Not the 1st
time..........it's the 4th!!

 

I simply let Tony in the front door and explained where I saw the water
coming in from over the weekend. If you don't provide clear instructions
to the contractor and leave him with the plans for the
building.......... which shows the access points and the internal wall
structure, how can he carry out his assessment and work effectively?  He
was up on level 7 with a tape measure/pacing trying to work out where
the toilet/shower for the gym is and where it matched up with my
bathroom below!  A ridiculous situation which could have been avoided
had he been provided the plans.  Matters like this clearly cost us all
more money unnecessarily.

 

It further frustrates the contractor as he is receiving multiple
instructions. He was frustrated that he hadn't been given clear
instructions.

Hello George,

 

I mentioned to the EC last night that your contractor arrived at my home
yesterday to check out  the repairs that need to be made after the
deluge of water which came through from somewhere above my apartment,
destroying the carpet in my bedroom and hallway and damaging my 2nd
bathroom.

 

He arrived without any tools, was advised incorrectly advised that the
damage was from the shower upstairs and without the set of plans that
you had over the weekend.  I took a couple of hours supplying him with
tools, measuring tape etc.

 

Most importantly, I left you a message early yesterday, asking you to
contact me asap to find out where you had placed the set of plans in
order the contractor could perform his duties and I still haven't had
the courtesy of a return phone call.

 

Would you please let me know where these plans are in order that the
contractor can work more effectively and that it doesn't cost us (the
owners) any more extra money, than it would.  Please also advise the
next step to try and find out where the leak is.  As I mentioned to you
on Sunday I will soon have foster children staying in my home and I
really need to ensure that the matter is fixed and that I can put down
new flooring, once again, and that the bathroom can be used.
