According to my documentation Volume 1 of the BCA is for commercial 
buildings residential buildings are covered under volume 2.

Also why was this not mentioned during previous inspections. Does that 
mean our previous certs were issued in error.  I think we need a second 
opinion here.
The way the paragraph bellow is read it is not optional to have the 
alarm/flashing light and the sign both are required. This is the sort of 
stuff you put on a fire door in a shopping center or something. I cant 
believe it's relevant to a commercial building. If it is why did the 
builder not provide it when the building was built.

I think we need a second opinion here. At a  minimum we need to know why 
it's suddenly a problem and was never before.
