[200William-EC] Exclusive use of the lifts during peek times.

It's quite common to not allow exclusive use of lifts during peek
periods in apartment buildings. Im not sure what you mean by "impossible".
Are you referring to it being impossible technically. To which I
counter it's not impossible you just dont give the party seeking
exclusive access the keys during that time. Or is there some legal
impediment to us restricting when people can move in and out. Or move
building materials.
