[200William-EC] Exclusive use of the lifts during peek times.

Hi Tony,
  You misunderstand me. I want to restrict *exclusive* access to the 
lifts. That is when the lift is locked off using the key so that they 
can only be used by the person with that key. It's normally done when 
people are moving in or moving out or doing building works they arrange 
with George to get a key that locks the lift's so nobody else in the 
building can use them.  I am proposing that George not give them this 
key during peek times in the building as it inconveniences people 
going/coming to work people with young children or the disabled who 
would otherwise have to use the fire escape or wait perhaps 20 minutes 
for the lift.  I am not suggesting people not be allowed to use the lift 
for there normal comings and goings.
