 So your saying both the controller and compress are both destroyed. 
That sounds amazingly odd. 

Does the owner have fusion insurance as part of their home insurance that might be worth investigating. Both dead sounds more like a power surge more then worn out. 

Also there is no need to replace the controller with another Honeywell. There are plenty of other options that will work with simple relays. It does not put any calls up to the cooling tower anymore as the owner of 402 cut the cable to the lower part of the building 6 years ago and the pumps have all been running on manual ever since. 

Replacement of compressors is common place I’m not sure why a custom built unit is even being considered given city to surf have confirmed water flow through the coil.  These units are really really simple and there’re no reason why they can not be maintained indefinitely as long as compressors can be obtained which in this case looks like they can. 

If the owner wanted to really install a split system the install of the unit drafting of bylaw approval at EGM/AGM and installing of plumbing for the condensate water which our building has no provision for would be over 5k and then it would have to pass a vote.

> At the regulator tap. As for the controller needing replacement that sounds like rubbish those Honeywell units last for ever. But even if it needed to be the control gear for the units in our building is simple relays. There’s lots of easy replacements around. This all sounds a bit like a backyard operator trying to sell the only aircon he knows how to install.  Interested to know if he is a licensed electrician as well. I suspect he’s only got a fridge licence.
