[200William-EC SP67851] Petrol fumes in the building

EC members,

I am literally stunned at the responses from certain members of the EC
regarding the fumes on P4. I am overseas at present, however, am always
available for input on this matter, which I consider, critical.

1. Ed - what does your statement "Agreed. Who is in a position to have the
details for Council?" mean? What details are you referring to? Can you be
more explicit?

2. Matt - what does your statement "Would need to be someone emptying a
Jerry can down the drain. Which i guess is possible and should be ruled out
" actually mean????

Do you in fact mean..........."should be ruled out"........."or should NOT
be ruled out??"

3. And Mr Bevis......"I agree with you Matt that this matter should be
reported to the authorities. The BMC and Avis will obviously deny any
liability."

Mr Bevis......who would you like on the EC to report the matter to the
authorities? Which authorities do you propose? Will you pick up the phone
and do this as Chairman, or do you expect someone else to do this?

It will be very interesting to hear, if over the next several days,
Gilbarco are correct in their assessment that "W*hen lit up you can
actually see the water trickling from the adjacent storage area into the
car spot, and they believe there was probably dried petrol from a parked
car and when mixed with the rain water it has caused this issue."*

This matter could turn into something critical for our building. Let's not
find excuses, but instead keep the matter as a critical issue.

I say let's ring Sydney council and the EPA and let them figure it out for
us. Only other thing I can think of is to go back over the camera footage
from the Friday when the smell began and see if there are any outside
influence at work. But judging by the amount of fuel that our plumber said
he detected it could not be a car leaking. Would need to be someone
emptying a Jerry can down the drain. Which i guess is possible and should
be ruled out .

Dear Committee,

I have had Metro Coty Plumbing re-attend site earlier this week with
Darren, Ben Mees and his assistant Building Manager from BMAUS and AVIS’s
Manager.

AVIS had advised the below over the weekend and as they believe there is no
issue with their fuel tank, believe the fuel odour is coming from another
area.

*“ Gilbarco have inspected and are of the opinion no fuel is leaking from
our system. They believe it is pure coincidence that the amount of rain we
have has created a puddle in the spot in question. When lit up you can
actually see the water trickling from the adjacent storage area into the
car spot, and they believe there was probably dried petrol from a parked
car and when mixed with the rain water it has caused this issue.*

At this stage the is not much more that I can do and my hands are tied as
the only way to confirm if the fuel tank is the cause of the fuel leak is
to empty the tank and pressure test for leaks.

As the tank is the property of AVIS this cannot be undertaken unless agreed
by AVIS which is not going to be the case as per Tyler form Metro City’s
attached report due to the costs that will be incurred.

The report details that the area should be monitored, as Tyler states that
his initial attached report still stands.

*Darren, can you please monitor over the next few days and confirm if the
odour is worse, better or is constant?*

Kind regards,

*Patrick Rush*

EC,

Agree. Patrick would you please pass on this to Avis and then Sydney
Council if you don't get a prompt response.

Agreed. Thanks Patrick.

Now that we know the problem can you (as you no doubt already have) impress
on AVIS/the commercial strata that I/we would like to see a solid action
plan for how this will be resolved by end of day Tuesday, including how the
matter will be future proofed. Feel free to share with them (if you feel
appropriate) that if not, I will personally press the matter rigorously
with both AVIS head office and the EPA. I would also insist that that
action plan include not just stopping the leaking but also a clean up of
the spill that has invaded the B4 basement, particularly mine and Craig's
areas.

Also, I know not my decision alone, but I would be in favour of a strong
communication back to the commercial strata that I/we am not willing to
entertain any request for drainage, or other cooperation/action until this
matter is resolved. While I am sympathetic to AVIS and their water and
potential urine problem, i would like to remind them that for the last
several days I have had to breath through a towel in the lift, had
carcinogenic petrol fumes inside my apartment and petrol pooling in my car
spot... and it is continuing to occur. While I am ranting at them I would
also request them to fix their lights on top of the building. But of course
this is a sample of one and I will leave it to your diplomatic discretion
as to how to drive us to the best outcome.

thanks again for all of your help.
