Hi Robin,
  I would be very happy for you to take this up. I cant help but thing 
as both the Avis tank and the Sewer Pump are under the same ramp that 
they having something to do with each other. But as Nobody in Avis or 
the commercial strata seem to care.  I see no other alternative but to 
get the EPA involved.
