I believe the contract is between the Resi Strata and  BMS. I will go 
back through the minutes but I seem to remember it was agreed at last 
Resi GM
In any case the majority of the resi strata want to stay with BMS for 
the time being whom ever own them now.

It appears that the commercial strata also have a contract outside the 
BMC. It seems to me for now it would be best to just keep running them 
separately unless a case can be made to change or a need arises.
