[200William-EC SP67851] FW: Marquis - access control computer fail

This is a very simple problem for an IT guy to fix.  It's a problem with 
the hardware extraction layer .DLL  in windows 7/Vista.
It could be caused because the file is corrupt because the computer was 
incorrectly shut down. It could also be that it's a sign the hard disk 
is on the way out.   In any case. There are easy work arounds if it's 
just a corrupt file. If it's a failed hard disk it should be a matter of 
replacement and restoring the backup.

This should cost no more then $500 even if the hard disk needs replacing.

We do not have the budget to replace the security system.
