As some of you would be aware over the past 12 months we have been

having ongoing problems with the video intercom system at Marquis 200

William Street.



The system is designed to allow visitors to buzz an apartment and

tenants within the apartments to grant access to the building and also

permit lift travel to the appropriate floor.



As the current intercom system is no longer manufactured and parts are

not readily available it has been increasingly harder to maintain the

intercom system and as of last month the control system that allows

access to a tenants floor has failed and we have been unable to replace it.



To correct the problem the entire intercom system would need to be

replaced. This would include new main equipment and handsets for each

apartment. Competitive quotes for this have  come in between $30,310 and

$33,110 funds that would need to be sourced outside the budget by need

of a Special Levy.



To negate the need for a Special Levy your Executive committee have come up

with a plan to upgrade the system at a vastly reduced cost by replacing

the existing system handsets with audio only handsets and replacing

the main equipment with a new more modern system. This will offer the

same functionality as exists now except for the ability to view on a

screen visitors as they buzz the apartments. Owners that would like to

retain the ability to have a video handset and be able to see visitors

as they buzz would be able to by purchasing a video handset at an extra

cost of $360 during the system upgrade.   Owners that are happy to have

an Audio Only System would pay no extra for the change over.



To facilitate the change over to the new system an EGM is required with

a vote in the affirmative to the attached motions.  If the motions do

not pass the EGM the EC will need to call for  a new EGM with a motion

for a Special levy totaling $30,310 to replace the intercom with like

for like as required under the act.



We trust that you will find the proposed  solution a great value for

money compromise that will not overly financially burden owners.

There would then need to be a final motion to accept Teh quote (attached) from Tesnik Security to accept the quote of $15,870.00 + GST to install the intercom replacement, minus the video handsets which each Owner can elect to install at their own cost as per the attached quote.

If you are happy to provide some background preamble that would be great and would assist for myself to answer any questions posed to me by Owners after receiving the agenda.

Can you please get this to me by 12:00pm tomorrow for the agenda to be sent by tomorrow afternoon?

I will send an introduction email to you and the rest of the Committee by the end of the week and organise to meet with the Committee early next year.

 Thanks for your call. First the EC mailing list can be found at ec at 200william.com<mailto:ec at 200william.com>  I will subscribe you so you get the details for future email's.  You will also find a link emailed to you with the mailing list archive which has a record of EC correspondence back to about 2010.

The Current Intercom System provides Audio, Video and the ability to unlock the doors and lift to allow access to your floor.

The proposed system has Audio,Video and the ability to unlock doors and the lift to your floor. However it is proposed that the Audio only handset be the only handset that is supplied by the owners corporation to the owners.  Owners  who would like a Video handset installed can do so at their own cost.

Im of two minds if we need a second conditional motion on the first to raise a special levy in the case that the first motion is defeated.  But it's my gut feeling not to as I think we are giving them a bit to much information that they likely will not read in any case. Confusing the issue.

Attachments look appropriate. I think there needs to be a bit of a background preamble of which im happy to write if you dont want to.

Please confirm the above and I will organise the proxy vote EGM to be held on Tuesday 15th December 2015 and then we can organise to have the intercom replacement completed in late January 2016 and have notices sent to all residents and Owners to advise them on the intercom upgrade to try and alleviate the pressure for the Committee and George?

The overall strategy for them is:


-      Main headset is video

-      OC only installing audio, owner can opt in to video at their uplifting cost

-      Special res under S65A to update common property required at an EGM

-      EGM to be held by proxies
