Pia,

Would you please go back to Mr LaForrest and ask what his electrician diagnosed the problem to be. At this stage no one else is experiencing this this. 

As a matter of process he should eliminate faults in his apartment, then if there is a wider problem with the building, as diagnosed by a professional,  then the OC can employ further services to investigate.
