My recommendation would be to follow Option 1 and monitor the situation.
Brook I appreciate your preference would be for Option 2.
We had a issue on one of our balconies and found that the drains were well and truly calcified and crusted up and needed to be scraped out and cleared, of course this is only useful if water actually flows to the drain, but water escaping quickly would help.
I would suggest we try and undertake a survey and inspection to establish the condition balcony drainage on the whole building - maybe George can assist with this? If we do this then we can establish the potential scale for the whole building, it will be a project we need to forward plan.
