[200William-EC] O'mallies Pub extended opening hours.

attached my revised letter re O'Malleys closing hours which I will now send
to dasubmissions at cityofsydney.nsw.gov.au. Phil will attach to his letter a
video of lots of urine in the main entrance of 200, and one of the crowd of
smokers on the  footpath outside the pub.
