Hi Craig,
  The fire escape on level 7 leads to the level 7 lift lobby. Not the 
roof. So someone would still need to go through the doors to the roof. 
So to your argument Instead of being trapped at the top of the fire 
escape at level 7 you would be trapped in the lift lobby on level 7. Now 
you could have your swipe with you but then the doors lock off at 9 and 
you could say you could smash the glass but those doors should be safety 
glass so it's going to be heard to break. If they are not safety glass 
then you will likely be found in a pool of your own blood at level 7 
trying to get out the doors.  So should we also unlock the roof glass 
doors pertinently allowing 24/7 roof access because that's what your 
proposing here.

That  said under the rules the roof is not an open space which you can 
escape from you are then trapped on the roof. We have been through this 
all before. Last time I rang the fire brigade and confirmed and also 
checked with fire inspection contractors that also confirmed.

A vote for this in my opinion is negligent and will breach the fire 
safety regulations.  Please consider your next move carefully and 
consider getting advise before continuing.
