Hi Matt,
No a by-law can be drafted a lot cheaper than what you have been advised. I will obtain a quote and forward it to the EC.

Sorry mate I didnt mean to attack you. Defiantly not my intent. I would also not spend 1000's on lawers without permission. That's not what we are taking about. I have already picked up the phone to my own lawer on my own dime for advise here. He has some ideas to perhaps get it through with a license that may not require a bylaw.
A bylaw will not be cheap. It's going to be a few thousand at least. Once I have more info I would be able to give an idea of when we would go cash flow positive on this project. This is going to be a lot of work. I was just told these lots will possibly need to be registered with the department of lands. His intital thoughts were that if there was another way to do it we should do it that way. I have sent over the strata plan for him to check what our options are again on my dime.
The EC has born no costs to date regarding this but it's not unreasonable to expect there to be some costs. Set a cap if you think that is appropriate.
Im sure there are little things that have not even thought of like what differences there are in insurance premiums etc.
He said he knows of one building that created a whole strata scheme just for the storage cages. Obviously we would not go that far. But it gives you an idea of the scale of the task.
The sorts of revenue we will be returning here would be in the range of about $55 per sq meter. So it's substantial revenue. I want to get this done and start marking revenue

Reading through the email trail of the past weeks we cannot afford to spend money on lawyers unless the committee approves and we can make cuts in other areas. No one wants to pay additional strata levies, in fact we want to get them down.
Going through the EC is reality. As is evidenced by the vents of the past few weeks relating to Visitors spots. But in a spirit of goodwill personally I do and I will always abide by the decisions. So if it is good for one, it must apply to all.
If we are going to spend money, any money, I think it needs to be decided by the EC. It's not unreasonable. Last time we hired lawyers, before your time, we had to get agreement on the costs. Which we did, this was for changing from Strata No Choice to STM.
Spending other peoples money is not day to day.
If we want to pursue this, can you please confirm with the EC know how much the lawyers fees will be and how long it will take?
