[200William-EC] User Pays - Cages

I vote No vote to legal costs to stop a few people using cages who shouldn't be and then charging a small monthly fee to those who do want to use them so we can improve the safety and security of all who live in the building.
Lawyers? Bureaucrats? Rules? Regulations? It's out of control.
( it will cost more in fees and charges and bureaucrats than the revenue we make from letting these spaces. It defeats the purpose of raising revenue / cutting costs to pay for the CCTV system.)
