[200William-EC] User Pays - Cages

I quite understand, Matt. As these cages have never been allotted or given
any designation other than being locked common property, or company
property, couldn't the EC decide to give them a purpose, sans lawyers? At
the moment, they are no one's and anyone's.

Alas, I expect the following reply:  'I wish life were that simple.'
