[200William-EC] Car Park Entry and Saturday Incident

Im not sure getting angry is going to solve the problem. We need some 
input from Maxine here on what the best course of action is.  As you all 
know I have had a fire started from smokers throwing cigarets and 
bottles broken on my balcony in the past. So I support some action. Any 
ban on alcohol should include cigarets.  Even if we do have all the 
legal framework in place to stop people drinking on the roof. It's still 
unlikely we will be able to catch/stop them. Unless you have building 
security or 24 hour guard/concierge how do you ever catch people.

I strongly suggest people don't challenge drunk's on the roof 
themselves. Drunks can be unpredictable and dangerous and your life is 
worth more then being woken up or a mess on the balcony. I had the 
pleasure of working on the door of a night club in the cross for over 10 
years and I can tell you I have seen people get themselves into life 
threatening situations over the simplest things. Cool heads need to 
prevail here.

Maxine what options do we have. What has been your experience here.
