[200William-EC] Shane's proposal for lobby refurbs

Hi All, 

I will need to confirm with the managing agent, but it appears I have the numbers to update both Lobbies.
However, in light of the defective tiles on the front facade, I think it is best to wait and see what repair costs will be, and how much funds will be available in the sinking fund after repairs are affected.
I am obviously all for renovating the Lobbies, but not if special levies need to be raised... Lets see how George goes with quotes...
