To be fair. That is where you put things for council pickup.  IT's not as much dumpped as that is the procedure. Council just dont come and pick it up as they should.  You go onto the web page and register and you are suppose to put it out on a specific day that they tell you in the email.  I have done it many times.  The  issue is council dont come  / dont pickup on the nominated day and then it just stays there.

Another thing that happens is people see the stuff that council have failed to pickup and dump more on top of it which also happens.
