Sounds good Ken thanks. So your saying the issue is fixed and we need take no further action other then repair of the hogged tiles. BTW my balcony looks exactly the same as your photo. I take mine of every few months with Calcium scale and rust remover . I have not removed the observation covers for the bolts on mine. But I will have a look over the weekend and see what sort of shape there in.

Just to clarify the situation in our apartment 602.
Since the extensive work on the 7th floor the leaching from planter box has stopped.
I requested the builders to seal the handrail post holes which seems to have worked.
Hopefully they did this over 601 as well.
I removed the stalactites myself with an electric drill with wire brush. It took a few minutes.
The support bolts seem fine with minimal corrosion.
At this stage all we require is to reseal and colour match with rust proofing paint.
