I support this proposal and quote by DWRS to rectify the existing tile lifting quoted at $6200.00.
I also support the decking system, but can we afford it at this time? Perhaps we could obtain a quote.

Hi EC,
We conducted recent water testing on the terrace to confirm if the membrane was leaking and it’s not. Above the membrane is a layer of insulation, tile bed then tiles. Water is getting under the insulation and tile bed causing the tile bed to break down and the tiles to hog. DWRS have advised that patch repairs can be undertaken but the issue will certainly continue over time. To permanently rectify the tile hogging issue it is recommended to replace the insulation, tile bed and tiles. If this work was to proceed then it would be best to replace the membrane at the same time.
Patch Repair Scope of Works
- Remove two rows of hogged tiles between the planter boxes and the entry door
- Remove 6 tiles around the floor drain
- Remove the existing tile bed
- Remove foam and drainage cell from around floor drain
- Install new foam and drainage cell around the floor drain
- Install new tile bed
- Re-glue tiles
- Install expansion joint
- Re-grout tiles
DWRS - $6,200.00 + GST
Note - DWRS are unable to complete these works until after January 20.
Another option we could look at is removing the insulation, tile bed and tiles and installing a frame and decking system on top of the membrane. I would need to research if it would be much cheaper than retiling the area. See the following link for reference:

Repair of the tiles was voted on at the AGM as part of the roof repair it was voted down im not sure where we go from here. Any fixes involved restoration of the membrane etc I dont know what the path forward is there. Open to suggestions.
BTW, on a separate matter, I think we need to consider some sort of review of the BMC costs. They seem extraordinarily high.

This is mostly hot water. Our building derives almost all of it's hot water from electricity. It uses efficient heat pump technology to produce hot water which is more economical than gas generally. We use gas for a backup to our hot water capacity. The rest is lifts. Cooling tower and lights. There is a proposal to change the lights to led. which would save a little bit We might get it down to $55k There's not much left there. Remember every apartment's bulk of hot water charges are in that figure.
$15k on water,
That sounds quite normal for a building of our size with a cooling tower. During the summer months over spray and evaporation counts for a lot. Avis have their own meter and I dont believe there is anywhere beside Sydney water we can get our water from. So unsure what we can do here. (other then turning off the HVAC) Most more modern development use heat pump split systems rather then cooling towers. But we are stuck with how the building was built.
$15k on fire services when 22 Macleay St, a 6 story building, pays $1k.
There have been a large amount of restorations to the fire this year. The building was not complaint for a number of reasons (mostly defects) as well as the fire pump died and had to be replaced. I also think our old fire guys were way to expensive and also told us work was required that was not. I picked up on a number of these issues and as result in the last 3 - 4 months we have changed fire people. It should be greatly reduced next year.
I'm off to London this Friday to cover the UK election - exciting! - but i want to go through every line when i get back and work out if we can get cheaper providers.
Dont forget Andrew needs to agree if he does not it's deadlock and nothing happens. It's hard to get him in a room let alone to agree. Would be good to see it lower. Most of our wasted money I think is not in the BMC but in repairs on non - existent problems wish hope will improve.
