In line with Ken’s and Craig comments below I have advised Craig in a separate email the below –

Hi Craig,

If the Committee will not agree to have the testing carried out and you believe the matter is a major heath issue, I would advise engaging the contractor yourself and if it turns out the issue lay at the Owners Corporations feet, I can seek reimbursement of the funds you spend on the testing.

Hello Patrick,

May I recommend that you share with Mr West and his wife, all the areas I have advised you, from which I am being directly hit by EMF radiation every day and the high level of radiation being recorded.  My assessment is that this includes from the wall between my bedroom and apartment 602’s third bedroom.

Mr West states “In the unlikely event it becomes apparent that the building is somehow at fault then we can handle that when the time comes” and “this is a living in the city issue.”

“The time comes?”  “The time comes?”  Patrick, I believe I have provided you, over several months, concise, clear observations from where these EMF radiations are emanating.

I am more than happy for you to share with everyone the pictures of the radiation burns from which I have suffered/am suffering, and the areas from which they emanate.

Based on the above, I leave it to you to make the appropriate advice to all about this critical matter.  I highly recommend that this is a cost to be borne by the building.

Hello Patrick,

While I sympathise for Craig I cannot see why this would be a building issue.

I feel Craig needs to deal with this as a 'living in the city' issue if it is an RF problem.

I would have thought if it was an urgent health issue he would have handled it himself.

In the unlikely event it becomes apparent that the building is somehow at fault then we can handle that when the time comes.

This is simply not a cost to be shared by the tenants.

I contacted EMC Technologies who provided a quotation (attached) for $2400.00 + GST to confirm if their testing includes the use of spectrum analyser equipment required to find the exact location where the electromagnetic radiation force is emanating from. Their reply as follows:

The previous quotation is for testing to be conducted with a broadband probe. For investigation of narrowband sources additional equipment such as spectrum analyser and antennas are required. Also additional time needs to be factored in for investigation of unknown narrowband noise sources.
To assist us in preforming narrowband investigations we need to be informed of any known narrowband transmitters or noise sources operating in the area so we can determine the frequency range to investigate. Is there a specific frequency band that you would like investigated?

I have also contacted EMR Testing who based on Craig’s symptoms believe the cause is more likely to be radio frequency (RF) and have provided the following response:

Further to your email and our conversation this afternoon, we recommend the above testing and report on penthouse apartments 200 William St Woolloomooloo.
The impact on the body depends on the frequency and dose of the radiation. AM radio (which constitutes the vast majority of your exposure to radio frequency radiation) has a frequency of 1 megahertz.  Microwave ovens have a frequency of 2450 MHz, and X rays have frequencies above one million MHz.  Mobile phones operate at between 800 MHz and 2200MHz, with 3G phones at the upper end of the spectrum.

Electromagnetic fields consist of two components, a magnetic field and an electric field.
Electric current flowing along a conductor such as a power line creates the magnetic field.  It is measured in units of milligauss or microtesia. One microtesia is equal to 10 milligauss.  The World Health Organisation (WHO) recommend that magnetic fields be kept below 1,000 milligauss (100 microtesia) for continuous exposure, yet health effects are observed for children in fields as low as 2 to 3 milligauss.
