Hi Patrick,
  I believe that the owner of 601 will not be happy unless his balcony 
is free from any dripping water from above. Like it was a brand new 
apartment with a perfect surface. As he says it's been like it 
essentially since the apartment was new. I do not believe we can fix 
this problem to the satisfaction of this owner and just find is strange 
that the order was made for us to repair something that has in reality 
always been like this. It's common property and out side in the weather.

Other then spending the entire budget on this issue. I do not believe 
that it can be fixed to the owners satisfaction.  What Option do we have 
if there is no budget to fix the problem or the problem is unfixable to 
the owners standard. Can we appeal the tribunals order ?
