Hi All

There certainly is a breach of By-Law for a noise complaint which would 
require the ongoing evidence by way of diarised notes ie: dates, times, 
specific noise eg banging of doors, bashing walls, etc.
It would appear the owner of the affected Lot has been keeping ongoing 
diary notes in this regard.

That By Law states:

"1.  Noise - An owner or occupier of a lot must not create any noise on 
a lot or the common property likely to interfere with the peaceful 
enjoyment of the owner or occupier of another lot or of any person 
lawfully using the common property".
