[200William-EC] Lift no 1 200 William

Hi George,

	I hope this new problem with lift 1 is covered under warranty.  We
only had one of the lift contractors out about 5 weeks ago when both
lifts failed, you'll remember.

 Seems that lift number 1 is broken at 200 William. The display in the
lift lobby's just indicate an arrow doesn't seem to be any moment in
the lift shaft
