[200William-EC] Motion regarding NYE 2013/14

Craig noted some expanded timing and wording of the the motion.  The 
motion amended is as follows.

The Executive comity resolve that there will be no access for tenants to 
level 7 between 00:00 December 31st and 09:00 January 1st. Perpetually 
or till amended.
