[200William-EC] User Pays - Cages

Here's another example, we have some cages that are being used illegally, the EC wants to find out who it is that is using them, nothing happens. It doesn't get followed up until I mention it again 6 weeks after the last EC meeting when we determined that we would follow this up. 

So we make a decision to charge. 

Then we are told it is a comprehensive legal and bureaucratic mine field. Outside sources, living off taxpayers, telling us what we can and can't do. 

Nothing happens.

So hopefully Matt can make it happen.
