[200William-EC] Saturday Incident

Perhaps a bylaw that states. No Drinking alcohol or smoking of any 
substance on common property would be an appropriate one. This would 
take into account all the lift lobby, Lifts  and foyers all in one 
swath. Exclusive use common property would need to be excluded like 
people's balcony's. It would also be worth asking Tony Araujo what his 
thoughts are. Although he is not on the EC any longer he would be likely 
to bring a fist full of proxy's to the AGM/EGM where the bylaw was put 
up. He has always rejected any restrictions to common property in the 
past. (NYE etc ) It would be a waste for us to get the bylaw drafted 
only to get it voted down at the AGM
