Let's start by looking at how we can do it, rather than how we can't do it. 

What we could do is send a notice around to all tenants and owners. Show them the images Di has shown us. See if anyone is man enough to own up. I doubt they will, bloody gutless wonders. 

Then do a follow up and say because of the actions of one irresponsible party, alcohol is now banned and they will be required to sign an agreement to that effect. Any new tenants that come in have to sign a clause as part of the lease. New owners have to do the same. The penalty for breaking the rules would be immediate eviction. 

Simple.

Let's start with instigating an official bi-law. How do we do that? I am sure there will be 100's of bureaucrats all wanting some sort of fee or other in order to get it done. 

Bugger this, it's a joke and a danger.
