[200William-EC] 200 William Level 3 Lift lobby electrical problems.

Hi George,
  There are a couple of electrical problems in the level 3 lobby that 
need attending to.

1. The sensors on the down lights do not operate the lights are on at 
all times.

2. A smoke detector identified by "Sydney Fire 95895" (see attached 
photo) does not seem to have any AC power and is running on backup power 
only. Normally these type detectors loose AC power when the contacts 
become warn in the base and an open/close seems to fix it, however that 
does not seem to be the case for this one.  I note that this detector 
has been in that mode (no AC power running on battery) since we moved in 
12 months ago and survived inspection without challenge.  The 9v battery 
has expired and it's beeping quite frequently now. I will change the 
battery again tonight to save some sleep however it's my guess the 
detector needs replacement the adjacent detector has AC power.
